In the case of the jihadists, these do not exist. In the case of Germany and Japan, in WW2 the objective was clear and the goverments also repersented the people. So when the goverment declared defeat, the people saw that as a personal defeat to some extent. The jihadists will always exist. They are in the business of playing the i-am-a-bigger-jihadists-than-you. If we manage to take out their percived leader, another one will appear, just a bit crazier than the last. While total war would suceed, the damage that would be neccessary to win completely would come close to evil itself.
